Sindh Mass Transit Authority SMTA Jobs 2024, The Sindh Mass Transit Authority (SMTA), under the Government of Sindh, invites applications for the position of Financial Management Specialist to support the Karachi Mobility Project, specifically the BRT-Yellow Line initiative. This is a contract-based role with an initial period of one year, extendable based on performance and project requirements. This project is funded by the World Bank and aims to enhance public transport infrastructure within Karachi, addressing critical mobility needs for the city’s growing population.

Job Overview

The Financial Management Specialist will play a key role in ensuring effective financial oversight and management of the BRT-Yellow Line Project. The candidate will work closely with the finance teams and other stakeholders to manage budget allocations, track expenditures, and ensure compliance with both government and World Bank financial standards. This position demands strong analytical skills, a robust understanding of financial regulations, and the ability to handle complex financial tasks within a project-based environment.

Key Responsibilities

  • Financial Oversight: Oversee financial activities, including accounting, budgeting, auditing, and financial reporting for the BRT-Yellow Line Project.
  • Compliance Management: Ensure compliance with financial regulations set by the Government of Sindh and the World Bank.
  • Stakeholder Collaboration: Coordinate with project management, planning departments, and other stakeholders to ensure smooth financial operations.
  • Documentation and Reporting: Prepare periodic financial reports, maintain accurate financial records, and provide regular updates to stakeholders.
  • Risk Management: Identify financial risks, implement control measures, and recommend improvements for financial efficiency.

Qualifications

  • Education: A minimum qualification of a Bachelor’s degree in Finance, Accounting, or Economics. Preferred candidates will possess a Master’s degree or relevant certifications such as CA, CMA, ICMA, ACCA, or CPA. Equivalent qualifications from Pakistan Audit & Accounts Service (PAAS) or professional certifications like FPOE will also be considered.
  • Experience: Minimum of 8 years in financial management, particularly in roles related to public sector finance, accounting, auditing, or consulting. Experience with large-scale infrastructure or public-sector projects, especially funded by international agencies, will be an added advantage.
  • Technical Skills: Proficiency in financial software (e.g., MS Office Suite, Excel, Word, PowerPoint). Knowledge of local government finance and World Bank financial management systems is highly desirable.

  • Communication Skills: Strong verbal and written communication skills are essential for interacting with multiple stakeholders, including government officials and project partners.

  • Leadership and Teamwork: Capability to lead financial initiatives within the project and collaborate effectively with other departments.

Terms and Conditions

  • This is a temporary, contractual position subject to annual renewal based on performance.
  • The candidate will not have the right to claim regularization of services under existing government rules.
  • Age Limit: The maximum age limit for applicants is 50 years.
