The Finance Department, Government of Sindh, invites applications from qualified and experienced professionals for various positions in the Public Financial Management (PFM) Unit. These roles are offered on a contract basis for an initial period of three years, extendable based on satisfactory performance.

Available Positions:

PFM Specialist (Planning & Budgeting) – 1 Position
Qualifications: MBA (Finance), MSc (Finance), M.Com, MA (Economics) with at least second division, or a professional qualification such as CA/ACCA. A PhD in Economics, Finance, or Business Administration is preferred.
Experience: A minimum of 12 years of relevant experience for master’s degree holders and 8 years for PhD holders in budgeting, financial analysis, and public sector financial management. Familiarity with performance-based budgeting, SAP systems, and provincial finance policies is desirable.
Age Limit: Preferably under 63 years at the time of application. The maximum service age is 65 years.

PFM Specialist (Audit & Accounts) – 1 Position
Qualifications: MBA (Finance), MSc (Finance), M.Com, MA (Economics) with at least second division, or CA/ACCA. A PhD in Economics, Finance, or Business Administration is preferred.
Experience: At least 12 years of relevant experience for master’s degree holders and 8 years for PhD holders in public sector auditing, accounting, and financial reporting. Proficiency in SAP/ERP systems is essential.
Age Limit: Preferably under 63 years, with a maximum service age of 65 years.

Junior PFM Specialist (Planning & Budgeting) – 1 Position
Qualifications: MA/MSc in Finance or Economics, or CA/ACCA.
Experience: Minimum of 5 years of relevant experience in project planning, budgeting, and data analysis. Experience with donor-funded projects, SAP, and public sector budgeting is advantageous.
Age Limit: Preferably under 63 years, with a maximum service age of 65 years.

Junior PFM Specialist (Audit & Accounts) – 1 Position
Qualifications: MBA (Finance), MSc (Finance), MA (Economics), or CA/ACCA.
Experience: At least 5 years of experience in auditing, accounting, and public sector financial management. Strong analytical skills, report writing abilities, and SAP proficiency are required.
Age Limit: Preferably under 63 years, with a maximum service age of 65 years.

SAP-FI Functional Specialist – 1 Position
Qualifications: Graduate (preferably Master’s) with at least second division.
Experience: SAP certification in FI functional area with at least 2 years of relevant experience, including one full life-cycle implementation. Experience in business intelligence and SAP report generation is preferred. Proficiency in MS Office and report writing is essential.
Age Limit: Maximum 35 years.

SAP-ECC HCM Functional Specialist – 3 Positions
Qualifications: Graduate (preferably Master’s) with at least second division. SAP certification in HCM functional area is required.
Experience: Minimum of 2 years of relevant experience, including one full life-cycle implementation and hands-on experience in SAP HCM modules. Proficiency in MS Office and excellent communication skills are required.
Age Limit: Maximum 35 years.

Key Responsibilities (For Relevant Positions):

  • Assisting with budget planning, formulation, and performance-based budgeting.
  • Conducting financial analysis and reporting using SAP.
