Job Openings at Sindh Public Private Partnership 2025. The Public-Private Partnership (PPP) Unit of the Finance Department, Government of Sindh, in collaboration with IBA Karachi, is seeking applications from qualified professionals for multiple market-based positions. These roles are offered on a two-year contract, with the possibility of extension based on performance, as per Sindh PPP Unit (HR) Policy & Guidelines.
Available Positions
1. Director (Finance) – 03 Positions
Age Limit: Up to 45 years
Qualifications:
- Master’s or Bachelor’s degree in Finance/Business Administration (Finance) from an HEC-recognized university with a minimum 2.0 CGPA or 2nd Division (45%)
- CA/ACCA/CFA/ICMA (Qualified) candidates are also eligible
Experience Required:
- Minimum 08 years of experience in Corporate Banking, Investment Banking, Financial Advisory, Project Finance, Investment Research, and/or PPP Projects
Skills Required:
- Strong financial modeling, transaction handling, and corporate documentation expertise
- Proficiency in MS Office
- Strong analytical and interpersonal skills
2. Deputy Director (Technical) – 01 Position
Age Limit: Up to 40 years
Qualifications:
- Master’s or Bachelor’s degree in a water-related field from an HEC-recognized university with a minimum 2.0 CGPA or 2nd Division (45%)
- An MBA qualification will be an added advantage
Experience Required:
- Minimum 5 years of experience in civil projects, water-related projects, PPP projects, sustainability, and safeguards
Skills Required:
- Expertise in water treatment technologies, including filtration, UV disinfection, activated sludge, MBR, MBBR, and SBR
- Strong knowledge of hydraulic design, pipeline selection, and pump station integration
- Proficiency in hydraulic modeling tools like WaterGEMS and EPANET
- Experience in managing desalination projects, treatment plants, wastewater projects, and water pipeline projects
3. Assistant Director (Finance) – 02 Positions
Age Limit: Up to 35 years
Qualifications:
- Master’s or Bachelor’s degree in Finance/Business Administration (Finance) from an HEC-recognized university with a minimum 2.0 CGPA or 2nd Division (45%)
- CA/ACCA/CFA/ICMA (Qualified) candidates are also eligible

Experience Required:
- Minimum 03 years of experience in contract management with a public or private sector organization
Skills Required:
- Knowledge of project and contract management
- Proficiency in MS Office and project management systems
- Strong interpersonal skills
5. Director (Technical) – 01 Position
Age Limit: Up to 45 years
Qualifications:
- Master’s or Bachelor’s degree in Civil Engineering from an HEC-recognized university with a minimum 2.0 CGPA or 2nd Division (45%)
- An MBA qualification will be an added advantage
Experience Required:
- Minimum 06 years of experience in civil engineering, infrastructure projects, or PPP projects
Skills Required:
- Strong technical expertise
- Proficiency in MS Office
- Excellent analytical and interpersonal skills
6. Assistant Director (Legal) – 02 Positions
Age Limit: Up to 35 years
Qualifications:
- LLM or LLB from an HEC-recognized university with a minimum 2.0 CGPA or 2nd Division (45%)
Experience Required:
- Minimum 03 years of corporate law experience in contract drafting, vetting, banking & finance transactions, capital markets, joint ventures, or M&A transactions
Skills Required:
- Strong knowledge of corporate and commercial law
- Excellent legal analysis and research skills
- Proficiency in contract negotiation and legal drafting
7. Assistant Director (Compliance) – 01 Position
Age Limit: Up to 35 years
Qualifications:
- Master’s or Bachelor’s degree in Public Procurement, Supply Chain Management, Contract Management, Law, Business Administration, Economics, Finance, Accounts, or Computer Science from an HEC-recognized university with a minimum 2.0 CGPA or 2nd Division (45%)
- Certification in public procurement is an added advantage
Experience Required:
- Minimum 03 years of experience in public procurement and regulatory compliance
Skills Required:
- Knowledge of procurement laws and practices
- Proficiency in MS Office
- Strong interpersonal skills
8. Assistant Director (Communication) – 01 Position
Age Limit: Up to 35 years
Qualifications:
- Master’s or Bachelor’s degree in Communication, Public Relations, Journalism, Marketing, or Business Administration from an HEC-recognized university with a minimum 2.0 CGPA or 2nd Division (45%)
Experience Required:
- Minimum 03 years of experience in corporate communication, public relations, or marketing
- Experience in public sector communication is preferred
Skills Required:
- Strong written and verbal communication skills
- Proficiency in MS Office, social media management, and digital communication tools
- Excellent presentation and stakeholder management abilities
