This is a contractual position for a duration of two years, with the possibility of extension based on performance.

Position Details:

Eligibility Criteria:
Mandatory Qualifications:

• Bachelor/Masters of Engineering in Electronics, Computer Science, Telecommunications Engineering, Information Security, Artificial Intelligence (AI), Information Technology (IT), Law, Public Administration, Business Administration, International Security/Cybersecurity from a reputable national or international university recognized by HEC Pakistan (minimum 16 years of education).
• Experience in working on mega projects is an additional advantage.

Age Limit:

• Not exceeding 55 years of age.

Key Responsibilities:

• Strategic Oversight: Supervise all phases of the Karachi Safe City Project, ensuring execution as per PC-I.
• Liaison & Communication: Represent the Executive Agency and work closely with all stakeholders and consultants.
• Project Management: Ensure alignment of the project with organizational goals, provide leadership, and manage project portfolios effectively. Oversee the project team, ensuring timely communication and reporting.
• Quality & Cost Control: Monitor project inputs, processes, and outputs to prevent cost and time overruns.
• Risk Management: Identify potential risks and develop mitigation plans.
• Reporting & Documentation: Prepare and submit reports ensuring compliance with standard procedures.
• Preparation of PC-I/II: Prepare and process PC-I & II with Home Department approval.
• Conflict Management: Oversee conflict resolution strategies, facilitate dialogue, and ensure compliance with legal guidelines.
• Supervision of Installation & Commissioning: Oversee project execution and maintain project documents.
• Compliance & Best Practices: Ensure adherence to relevant laws, Government Rules, Sindh Public Procurement Authority (SPPRA), PPRA guidelines, Arbitration Act, and Safe City Authority Act.
• Presentations and Briefings: Prepare presentations, briefings, and case papers, and update higher authorities on project status.

Experience Requirements:

• Minimum 5 years of work experience in public sector project management, focusing on security frameworks, policies, and protocols.
• Familiarity with smart city and safe city projects.
• Experience in overseeing mega projects.

Specialized Skills:

• Proven leadership, team-building, negotiation, and communication skills.
• In-depth knowledge of Government Rules and Procurement Regulations (SPPRA & PPRA).
