Vacancy Announcement for Chairperson, Special Technology Zones Authority (STZA)

Cabinet Division Special Technology Zones Authority (STZA) Jobs 2024, The Government of Pakistan, Cabinet Division, invites applications for the post of Chairperson, Special Technology Zones Authority (STZA). This leadership role is crucial in the development of Special Technology Zones across Pakistan, fostering innovation and attracting foreign and local investments in the technology sector.

Functions and Powers of Authority:

• Review National Investment Policies: Evaluate and recommend amendments to laws affecting Special Technology Zones to the Federal Government.
• Cluster and System Development: Identify, create, and upgrade technology clusters within zones.
• Marketing and Promotion: Develop strategies for marketing, image building, and public relations.
• Land Procurement: Recommend procurement of lands for zones to Federal and Provincial Governments.

Education and Qualifications:

• Minimum Education: 16 years of education in Business Administration, Management Sciences, Technology Management, Computer Sciences, Engineering, ICT, Public Policy, or related fields from an HEC-recognized university.

Experience:
Applicants should have:

• At Least 20 Years of Working Experience, including:
• Minimum 5 Years in C-Level Leadership Roles, preferably with exposure to both public and private sectors.
• Technology Sector Experience: Proven experience in the Science and Technology sector, or in governance, regulatory, or strategic roles in Pakistan or abroad.
• Budget and Operations Management: Experience managing budgets, resources, and operations of sizable organizations.
• Policy Shaping: Experience in technology policy formulation at national or international levels is advantageous.
• Public Sector Familiarity: Knowledge of public sector financing, procurement processes, and compliance requirements.
• Global Exposure: Familiarity with international best practices in technology ecosystems.
• Private Sector Investment: Experience in attracting private equity or venture capital in the technology sector.

Contract Duration and Age Limit:

• The appointment is for a period of three (3) years.
• The upper age limit is 62 years.

Pay Package:
The Chairperson STZA will be entitled to the maximum of SPPS-I Scale and other benefits.

Disqualification Criteria:

• Dismissal from service due to disciplinary proceedings.
• Conviction for offenses involving moral turpitude.
• Non-citizens of Pakistan at the time of appointment.
• Beneficiaries of the National Reconciliation Ordinance, 2007.
• Those not cleared by the Federal Government’s clearing agency.
• Possession of bogus educational credentials.
• Disqualification under Section 11 of the SOE Act, 2023.

Conflict of Interest:
Candidates will need to resign from any current department or business that may directly or indirectly impact their role as Chairperson.
